Public hearings provide opportunities for citizens to share their views, expertise, and concerns directly with legislators on proposed bills and important issues affecting Yap State.

Public hearings are a vital part of the legislative process, allowing community members to contribute their voices before decisions are made. Committees hold hearings to gather information, understand different perspectives, and hear directly from those who will be affected by proposed legislation.

Hearings are typically scheduled during committee review of bills, giving legislators the chance to hear from experts, stakeholders, and everyday citizens before making recommendations to the full Legislature. Topics can range from budget matters and education policy to land use, healthcare, and local governance issues.

Anyone is welcome to attend public hearings, and citizens are encouraged to provide testimony when hearings relate to issues that affect them or their communities. Testimony can include personal experiences, professional expertise, community concerns, or suggestions for improving proposed legislation. Both supporters and opponents of bills are given the opportunity to speak.

Hearing schedules are posted on this website and at the Legislature building in advance. Notices include the date, time, location, and topics or bills to be discussed. If you wish to testify, you may need to sign up in advance or on the day of the hearing. Contact the Chief Clerk’s Office for specific procedures and time limits for testimony.

If you cannot attend in person, you can submit written testimony for the official record. Written comments should be sent to the Chief Clerk’s Office with reference to the specific bill or hearing topic.
